Mechanical completion should mean that an agreed installation scope has been inspected and recorded. It is not simply the date when installers leave the work area.

Separate safe-to-test from fully complete
Some systems can enter controlled testing with documented minor items outstanding. Safety-critical, functional or access-related items require clear closure rules. The responsible parties must agree who can release each stage.
Make the handover usable
A practical handover states the completed scope, approved deviations, remaining actions, responsible owner and supporting drawings or records. This gives operations and maintenance a reliable starting point rather than an unexplained finished installation.
